Wexler Urges Bush to Stop Assault on Family Planning Services Proposed Regulations Directly Undermine a Woman's Right to Choose
(Washington, DC) Today, Congressman Robert Wexler (D-FL) sent a letter to President George W. Bush, urging him to abandon Administration efforts to drastically alter the definition of abortion and place new restrictions on federal funding for hospitals, clinics, and other institutions that offer family planning services.
The regulations, put forward by the Department of Health and Human Services, would require that family planning programs certify in writing, that they will not discriminate in their hiring process against individuals who object to abortion or certain contraceptive techniques. If enacted, these regulations would give health care providers and physicians with moral objections to abortion unfettered discretion in refusing to write contraceptive prescriptions or provide women with referrals to abortion services.
"These proposed regulations are troubling and obvious in their intention, which is simply to limit the access of a woman to family planning services," said Congressman Wexler. "This new language could undermine state laws that require hospitals to offer emergency contraception to rape victims, allow health care institutions to refuse referrals or prescriptions for birth control, and deny federal funding for already financially strapped family planning clinics that serve disadvantaged communities, where teen pregnancy rates are soaring to unprecedented highs. Our government should seek to lessen the teen pregnancy epidemic, not exacerbate it. The Bush Administration's proposed changes are untimely, inappropriate, and unquestionably threaten the right to choice for all women."
